MONTHLY PROGRESS REPORT - December 2002

1. GENERAL HIGHLIGHTS
-
The 2nd Board meeting of HDF was held
on December 17th 2002 at HDF National
Office Rawalpindi. HDF Chief Executive presented
the major highlights of the organization and its future plans to the board
members. Through this board meeting HDF implementation team got the valuable
suggestions from the board members.

HDF has expanded to 20 units with the start from
8 units in 2002. The served population was increased from 75,000 to 181,000
in year 2002.

In Shamsabad Region HDF was facing difficulty in
opening the Adult Literacy Centers due to the reason that the curriculum
was in Urdu language, which was not commonly understandable by the illiterate
population in the whole province of Sindh. To solve this issue HDF has developed
its first comprehensive Sindhi Version of Adult Literacy Curriculum and
arranged its inauguration ceremony in Hyderabad.
Vice Chancellor of Sindh University
was the chief guest. Some of our board members also attended the Ceremony.
Soon after the development of Sindhi Curriculum, 26 new Adult Literacy Centers
have been opened in the month of December in Shamsabad Region with a total
enrollment of 333.

4 Educated Development Organizations (EDOs) have
been formed in Mardan Region. The EDOs were formed by the girls who have
passed their 5th grade. The members of EDOs are getting education
at secondary level on self-financing basis with the help of HDF.

EDUCATION
Education is vital for human development. It leads toward awareness and training
and it helps in poverty alleviation and building of a strong nation.
At independence, Pakistan had a poorly educated population and few schools
or universities. Although the education system has expanded greatly since
then, debate continues about the curriculum, and except in a few elite institutions,
quality remained a crucial concern. HDF took this issue in its account and
includes both aspects of education in its mission e.g. mass literacy and enhanced
quality of education.
HDF would address the issue of Primary Education first and immediately
after that will start establishing Adult Literacy Centers, when resolution
for the same are received from the communities. HDF also intend to provide
Elementary & Secondary Education to the girls of the area who have already
passed their fifth grade.
In Primary Education, HDF forms Non Formal Basic Education (NFBE) Schools
in partnership with the communities. From day one HDF keeps the sustainability
factor on the top. HDF tried to form Non Formal Basic Education Schools in
all those Villages of HDF program area, where there are left over children.
At the same time HDF wants to sustain these Schools after its withdrawal from
the area. So HDF actively involve the communities of the program area in the
implementation of all of its programs, who can takeover afterwards. So far
HDF has opened 150 NFBE Schools with a total enrollment of 4,374 (56% girls
and 44% boys).
HDF designed a special package to provide Elementary and Secondary Education
to the girls who have passed their Grade five. Through this package HDF provide
a self-financing opportunity to the girls for bearing their education expenses.
The program was in place in our Mardan Region, where a batch of 250 girls
has passed their grade five from Child Friendly Schools of HDF. HDF has formed
4 Educated Development Organizations (EDOs) of those 90 girls in Mardan Region,
who wants to continue their education after class five.
By the end of year 2002, HDF has formed 84 Adult Literacy Centers (ALCs)
with a total enrollment of 997. In these ALCs 71% are female enrollees and
29% are male enrollees. HDF also provides a concessional loan to the female
enrollees of ALCs, to attract the female illiterates towards our Adult literacy
Program. The other objectives to provide this concessional loan to the female
enrollees are to minimize the drop out rate on one hand and to improve them
economically on the other hand.
